SUMMARY OF ACCOMPLISHMENTS (FEBRUARY 2004- MARCH 2005)

Inspired by the values of Progressive Utilization Theory (PROUT) and Neo-humanism, the members of the TPMI working on a common strategic goal, motivated with the desire of advancing people’s development agenda, were able to pursue significant achievements on its first year of operation.

 

Sectoral Organizing and Mobilization

Responding to the calls of the time, the TPMI initiated and actively participated in the organization and mobilization of two of the vital but neglected sectors in theprovince ofIlocos Norte. These are the Indigenous Cultural Communities or Indigenous Peoples, and the Student-Youth sector of the province.

Student-Youth Sector

It initiated the establishment of the first province-wide student-youth movement which would be called the “Gameng-Maharlika Student Youth Organization,” that shall serve the interest of student rights and youth welfare and aims to be the medium in the propagation of progressive leadership to be constantly high in this part of the country.

Many of the Gameng student members were leaders in their respective universities and college organizations. A notable achievement of the Gameng would be the election of one of its president, Mr. Joel Dadiz, to the presidency of theNorthwestern University – Supreme Student Council. In a student leaders conference on Democracy, Civic Participation and Governance organized by the University of the East and Asia Pacific, wherein 200 student leaders from Maharlika attended, Mr. Dadiz was elected and chosen to be one of the 12 spokespersons of the participants. Mr. Dadiz won the Northwestern University Student Leadership Award during their commencement exercises in March 2005.

Another Gameng leader, Ms. Jessa Aballe, became the Editor in Chief of the Review: the Official Publication ofNorthwestern University. She emerged to be the champion of a Regional and a National News Writing Competition organized by the Commission on Higher Education. Ms. Aballe, the associate editor of the Timek ti Amianan, graduated cum laude in Northwestern University.

Even now, most of the GMSYO members are top-notch students and leaders of their own college organizations and clubs. For this year alone, their participation and leadership to numerous student organization and clubs helped organize at least 5 student leadership seminar-workshop attended by a total of 700 students and numerous study circles. The GMSYO members also participated in the fiscal crisis issue advocacy campaign, numerous volunteer works, voter’s education campaign, and in the anti-hazing awareness campaign among other projects which were implemented by the TPMI and other organization as well.

Indigenous Peoples Sector

The TPMI also made a significant contribution in the promotion of indigenous culture, rights and welfare. Together with the National Commission on Indigenous People and the Assisi Development Foundation Incorporated, the TPMI actively participated in the organizing and facilitation of the election of the first Provincial Indigenous Peoples Consultative Body of Ilocos Norte.

Discussing the concerns of IPs and their situation in Ilocos Norte, the tribal chieftains aired their concerns on inadequate access to basic services, development aggression such as mining and illegal logging operations in their respective communities, environmental degradation, lack of employment opportunities, preservation and promotion of Indigenous knowledge systems, culture and arts.  The TPMI took note of those concerns as basis for future policy advocacy and program development. 

The TPMI also made an initiative to communicate to the Sangguniang Panlalawigan of Ilocos Norte the concern of the IPs regarding Executive Order 369 and discussed the issue together with the NCIP and Hon. Mariano Marcos II in a meeting held at the Sangguniang Panlalawigan Secretariat.

Community Development and Social Services

The TPMI moved by its commitment to empower indigenous cultural communities, introduced its concept of the Nucleus Barangay PROUT Development Model to the leaders of Barangay Naguilian in Nueva Era, which the TPMI also adopted as its community development pilot site.

In Naguilian, together with the TUKLAS Katutubo, a TAYO Awardee for 2004 (Ten Accomplished Youth Organization in thePhilippines), the TPMI organized an indigenous peoples community development workshop that was attended by at 80 members of Barangay Naguilian.

In a series of workshops and consultations with the barangay officials, tribal council and community members of barangay Naguilian, the barangay was able to formulate its Vision, Mission, and Program of Action, and develop its Five-year Strategic Barangay Naguilian Development Plan.

As a roadmap to attain the barangay vision and mission, the strategic plan envisions the barangay to become a progressive, self-reliant, peaceful, eco-tourist destination that exemplifies rich indigenous cultural heritage and the sustainable use of natural resources.    

Acting as a conduit in the development of the said barangay, the TPMI persuaded the Supreme Student Council and theCollege ofArts and Sciences of Northwestern University to commit and aid in the development of barangay Naguilian. As such, the Supreme Student Council donated a variety of children’s books and educational supplies amounting to 20,000 pesos, installed school lighting facilities, and conducted a gift-giving/ outreach program. Barangay Naguilian was also featured during the Miss Northwestern University Beauty Pageant, which raised funds for Naguilian. The Supreme Student Council of Northwestern University in its project proposal pledged to allocate 50,000 pesos to the beneficiary as a fund in the re-construction and rehabilitation of the day care center and for the improvement of school instructional facilities of Barangay Naguilian elementary school.

TheCollege ofArts and Sciences of Northwestern University adopted barangay Naguilian as its site for community development and conducted a seminar on barangay fiscal management and donated school materials to 132 school children and goods to 52 families. 

Gaining the confidence of an Ilocano Philanthropist, the TPMI is set to conduct a medical mission on the 1st week of May in Naguilian.

Currently, the TPMI is locating a potential sponsor organization to facilitate the creation of a student and youth computer cooperative in the city and a credit cooperative in Naguilian. About 30 to 40 families are willing to participate in the establishment of a credit cooperative in Naguilian while at least 25 students have given their intention to join the computer cooperative.

Social Education and Human Rights Awareness

In the area of human rights education, one of the TPMI members was fortunate to be invited as a speaker in a seminar on Human Rights attended by high-ranking Philippine National Police officers of theProvince ofIlocos Norte organized by the Commission on Human Rights Region I.

Also, the TPMI was able to facilitate and sponsor numerous seminars and trainings on pseudo- culture and practical patriotism, leadership for social justice, the Progressive Utilization Theory, and Neo-Humanism among others.

The GMSYO was also invited to a lecture on poverty reduction organized by the Sociology Guild of theMariano Marcos State University with around 100 sociology students in attendance. The TPMI also organized class lectures on PROUT and Neo-Humanism to two sociology classes in the same institution.

By May, on the invitation of the Indigenous People Provincial Consultative Body and of the office of the municipal mayor of themunicipality ofCarasi is set to conduct a one-day seminar on the IPRA of 1997 and on the mandatory representation of the indigenous peoples in local legislative body in celebration of the Magtatalip Festival 2005.

Policy Advocacy and Peoples Issues, Public Relations and Mass Media 

In the area of policy advocacy and people’s issues, the TPMI actively participated in a national campaign concerning the fiscal crisis. It facilitated the creation of the Alliance of Concerned Organizations on the Fiscal Crisis through a signature campaign. It gathered 4,000 signatures and succeeded in convincing the Sangguniang Panlalawigan to adopt its proposal, through the initiative of Hon. Amuerfina Respicio, who filed two of its resolutions with the Sangguniang Panlalawigan of Ilocos Norte.

Moreover, the TPMI was fortunate to discuss its insights on the fiscal crisis in the program of prominent local radio commentators like Melvin Dela Cuesta, Lolita Reyes and Nick Malasig of the DZJC.

In a press conference conducted, the Philippine Daily Inquirer, DZEA, DZJC, ABS-CBN Laoag, ABC 5 Laoag and Ilocos Times and the Northern Luzon Times came to listen and discuss the objectives and purpose of the fiscal crisis signature campaign. Also, the TPMI was featured twice in TV Patrol Laoag. The TPMI’s position statement was the subject of Hon. Melvin Dela Cuesta in a privilege speech delivered in the Sangguniang Panlungsod of the city ofLaoag. The same position statement was also published in Northern Luzon Times.

The TPMI also responded on the local language policy and released its position statement by discussing it at the DZJC and Bombo Radyo Laoag. Its position paper and commentary was later published in the Opinion Page of the Philippine Daily Inquirer and the Business Dispatch. Copies of the position statement were sent to the office of Hon. Imee Marcos, 2nd district representative and Hon. Roque Ablan, 1st district representative of Ilocos Norte. 

The TPMI also was successful in giving its inputs and recommendations through Hon. Mariano Marcos II to numerous ordinance and resolutions filed such as the institutionalization of the Magtatpat Festival and of the establishment of local youth development council of theprovince ofIlocos Norte.

        The TPMI produced its first annual newsletter for the year 2004 and is now constructing its website to be released by May this year.

Networking

The TPMI through its member-representatives was able to expand its linkages and contacts.

The TPMI was able to establish linkages with: the Taga-Cordillera Kami Inc., an NGO specializing on IP advocacy, organic farming and promotes homeopathic and natural treatment as alternative health care system for rural barangay; the Philosophical Association of Northern Luzon, an association of philosophy professors and students that promotes the utilization of local resources and cultural research; the Ang Katipunan ng Samahang Maharlika (Ang KaSaMa), a confederation of self-reliant movements in Maharlika, specializing in community development and rural development management; the National Commission on Indigenous People Provincial and Regional Level; the Trainor’s Collective Incorporated, a non-governmental organization specializing on alternative early childhood education and cooperative industries; the TUKLAS Katutubo, an indigenous youth organization that promotes the preservation of indigenous culture and way of life; the Ananda Marga Pracaraka Samgha- Education, Relief, and Welfare Service Department, a global socio-spiritual yoga organization advocating spirituality, health, and vegetarianism; and the Commission on Human Rights of Region I. 

Some of the major TPMI projects and members’ articles were published in newspapers of regional and provincial circulation such as the Manila Times- Northern Luzon Edition, the Business Dispatch, Northern Luzon Times, Ilocos Times, and the Philippine Daily Inquirer. 

In December 2004, the TPMI became the recipient of the Ang KaSaMa Samaj (society building) of the Year Award for 2004, while the GMSYO was awarded best in activism and mobilization.
