The TPMI facilitated a SWOT (strengths, weaknesses, opportunities, and threats) analysis with the community leaders of barangay Naguilian during the strategic planning workshop held Dec. 2004, attended also by NCIP representatives. The vision and mission of the barangay was also drafted that day.
